OfERR (Ceylon) has set up District Livelihood Cell (DLC) program in four districts namely Mannar, Jaffna, Vavuniya and Trincomalee in 2016, to provide and strengthen livelihood support for the returning refugees. Under this DLC program, revolving fund is offered to refugee returnee households to assist them engage in entrepreneurship development activities that could generate income for their survival. The main purpose of this program is to identify the vulnerable families among the returnees and enable them support to establish a permanent or a subsidiary livelihood source. The vulnerable returnees, who were granted loan in 2016, were able to make use of the loan and are successfully helping their households with income generations.
OfERR (Ceylon) organized an event on the 22nd of May 2017 at Jaffna with the participation of 22 persons, to distribute revolving funds to refugee returnee beneficiaries. A total of eight returnee families were provided support with revolving fund. These beneficiaries were identified as the vulnerable and potential entrepreneurs on the basis of the field assessment carried out among the refugee returnees in Jaffna district. With the loan support, they will engage in income generating activities to support their day today livelihood.
It is remarkable that 10 beneficiaries who were granted support with the DLC loan in last year are successfully generating income from their respective livelihood engagement and repaying loan. The repaid loan is accumulated to provide loan support to encourage new entrepreneurs. Thus, this program is gradually impacting the lives of many vulnerable returnees with the improved livelihood prospects.
